Job Description

The Accountant for Business Services administers the financial accounting functions for the College’s grant-funded programs. The position prepares and submits Federal and State Financial Reports, manages cash draws, processes contract invoicing, and supports both desk and on-site audits. It also performs a range of accounting duties that ensure compliance with federal, state, and institutional requirements while providing high-quality financial support across the organization.

Required Qualifications

• Bachelor’s degree in Accounting.
• Working knowledge of QuickBooks and Excel.
• Demonstrated attention to detail and accuracy with numerical data.
• Minimum of five years of experience in an accounting-related office environment.
• Strong organizational skills with the ability to manage multiple deadlines and competing priorities.
• Excellent written and verbal communication skills.
• High level of discretion and professionalism when handling confidential information.
• Demonstrated problem-solving skills and ability to work independently with minimal supervision.
• Proven ability to work effectively and collaboratively with others

Preferred Qualifications

• Experience in higher education, nonprofit, or governmental accounting environments.
• Experience with federal systems such as PMS or SAM .gov.
• Grant accounting experience.

Physical Demands

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Ability to lift up to 10 lbs. occasionally, open filing cabinets, and bend or stand as necessary. Prolonged periods of sitting at a desk and working on a computer. Ability to travel within the Eastern Iowa Community Colleges district and occasionally statewide or nationally to attend meetings, trainings, conferences, and support multi-campus operations; travel may include same-day trips and occasional overnight stays. 

Typical Duties and Responsibilities

• Maintain grant accounting functions in accordance with Board of Trustees policies and applicable state and federal regulations.
• Prepare and submit Grant Financial Reports; meet regularly with Grant Directors to review grant financials. Provide financial guidance on grant spending rules and budget monitoring.
• Manage federal grant cash draws and contract invoicing.
• Monitor grant budgets to ensure expenditure aligns with approved spending plans and federal guidelines.
• Ensure compliance with Uniform Guidance (2 CFR 200) for all federal grant activities.
• Maintain required federal government identification credentials, including the ability to receive verification codes via cellphone and navigate multiple federal systems.
• Collaborate with HR and Payroll to ensure accurate allocation of personnel costs to grants.
• Serve as fiscal agent for the National Partnership for Environmental Technology, a multi-million-dollar federal grant, including preparing financial reports, reviewing payroll registers, supporting the annual single audit, and assisting with the indirect cost proposal.
• Maintain an effective long-distance working relationship with the program’s Executive Director.
• Provide backup support to the Accounts Receivable Clerk, including processing wire transfers and banking information.
• Review employee tuition reimbursement submissions each academic term.
• Serve as backup for the annual System for Award Management (SAM .gov) registration process.
• Assist with year-end closing activities, including reconciliations, audit preparation, and supporting documentation.
• Assist with system upgrades, data migrations, and enhancements to accounting software and reporting tool
• Assist with other accounting duties.
• Deliver high-quality service that meets or exceeds expectations of internal and external stakeholders
• Perform additional duties as assigned by the Executive Director of Business Services.
